Summary
 
The Government schooling system covers very large proportion of children and its effectiveness would further education aims significantly. Issues with the Government system in terms of structures, processes and policies and individual Government officials in terms of capacities and perspectives impact the effectiveness of the Government schooling system. The Management Development Program was an attempt by the Policy Planning Unit to work on the individual capacities in the education department of Karnataka to support their work.

ಚಿತ್ರ `ನೇಮ' ಎಂಬ ನಾಟಕದೊಂದಿಗೆ ಪ್ರಾರಂಭವಾಗುತ್ತದೆ. ಗ್ರಾಮ ಸಭೆ ನಡೆಸುವುದರ ನಿಯಮಾವಳಿಗಳನ್ನು ತಿಳಿಸುವುದು ಇದರ ಪ್ರಮುಖ ಉದ್ದೇಶ. ಪಂಚಾಯತ್ ಕಾರ್ಯದರ್ಶಿ ಪ್ರಭಾವಿ ಅಧ್ಯಕ್ಷನೊಂದಿಗೆ ಸೇರಿಕೊಂಡು, ಇಬ್ಬರೂ ತಮ್ಮ ಲಾಭಕ್ಕಾಗಿ ನಿಯಮಾವಳಿಗಳನ್ನು ತಿರುಚಲು ಮತ್ತು ಮಹಿಳೆಯರು ಹಾಗೂ ಇತರ ಹೊಸ ಸದಸ್ಯರನ್ನು ಸಂಚಿನಿಂದ ಮೋಸಗೊಳಿಸಲು ಪ್ರಯತ್ನಿಸುತ್ತಾರೆ. ಆದರೆ ಮಹಿಳಾ ಸದಸ್ಯರು ಸಭೆಯ ನಿಯಮಾವಳಿಗಳನ್ನು ತಿಳಿದುಕೊಂಡಿರುವುದಷ್ಟೇ ಅಲ್ಲ, ಕಾರ್ಯದರ್ಶಿ ಮತ್ತು ಅಧ್ಯಕ್ಷರನ್ನು ಪ್ರತಿ ಹಂತದಲ್ಲೂ ಪ್ರಶ್ನಿಸಿ, ಅವರು ನಿಯಮಗಳನ್ನು ಪಾಲಿಸುವಂತೆ ಮಾಡುತ್ತಾರೆ.
